Announcement

Your Chance to Shape TEFCA Policy

The Trusted Exchange Framework and Common Agreement™ (TEFCA®) Recognized Coordinating Entity® (RCE®) is excited to announce two opportunities for those interested in health information exchange to help shape TEFCA policy.

1. Join the TEFCA Participant/Subparticipant Caucus. The RCE is announcing an open call for nominees to fill three empty seats on TEFCA Participant/Subparticipant caucus for the remainder of the current term of departing members (through May 31, 2027). This participatory governance body plays a key role in reviewing and voting on the Standard Operating Procedures (SOPs) that are the backbone of TEFCA policy.

Nominees must represent one of the following stakeholder groups:

  • Health Plan
  • Health Care Provider
  • A Participant/Subparticipant enabling TEFCA Exchange

The definitions for these terms and other requirements can be found in the application form. Among other things, all nominees must be actively engaged in or supporting TEFCA Exchange by December 31, 2026.

Please complete the application form by November 6, 2026, in order to be considered.

2. Participate in a Focus Group for Non-HIPAA Covered Entity Health Care Providers. In the coming months, the RCE will be holding a number of focus groups comprised of health care providers that are not HIPAA-covered entities but want to Query for Treatment. The focus group will explore how health care providers that are not HIPAA-covered entities might leverage TEFCA in their care delivery and what evidence could be brought forward to demonstrate that they are health care providers engaged in treatment. Health care providers not covered by HIPAA could include, among others:

  • Concierge providers that do not bill insurance
  • Mental health providers that do not bill insurance
  • Free clinics
  • Entities that house patients who may be seen by clinicians that are independent of the entity, such as an assisted living facility
  • Direct to consumer providers, such as telehealth and laboratory
  • Tech-enabled providers not participating in the CMS Access Model

The RCE will synthesize feedback from the focus groups to identify key themes and insights. Individual comments will not be attributed to specific organizations (Chatham House Rules).

If you would like to participate in a focus group, please fill out the interest form by October 31, 2026. The focus groups will be held in November and December 2026.
