New Government Benefits Determination SOP and QTF Published
Today, the Trusted Exchange Framework and Common Agreement™ (TEFCA™) Recognized Coordinating Entity® (RCE®), the Assistant Secretary for Technology Policy (ASTP) and Social Security Administration (SSA), released the TEFCA Exchange Purpose Implementation SOP: Government Benefits Determination V1.0 and the corresponding the Exchange Purposes SOP V4.1 and QHIN Technical Framework (QTF) V2.1. The Government Benefits Determination exchange purpose supports the use case for sharing clinical information with the SSA for disability benefits determination. As a helpful resource, the TEFCA Glossary has also been updated.
Oracle Health Information Network Becomes Designated QHIN
Last week, the TEFCA RCE and ASTP announced the Designation of Oracle Health Information Network as a Qualified Health Information Network® (QHINTM). This was the 4th QHIN designated this year, and the 11th QHIN overall, adding to the variety of options for prospective participants to find a QHIN for their needs.
Transparency into TEFCA Policy Changes
As a reminder, you can preview and respond to proposed changes to TEFCA policies by signing up for alerts from the new TEFCA Topics in Change Management webpage. The RCE, together with ASTP and the TEFCA governance bodies, use this webpage to provide transparency into amendments to the Framework Agreements, technical requirements, and SOPs in the change management process.
TEFCA Exchange Accelerates
As of November 17, 2025, there are more than 10,600 organizations live on TEFCA (QHINs, Participants, and Subparticipants) representing over 60,000 unique connections to clinicians, hospitals, clinics, post-acute care/long-term care facilities, public health authorities, and more. They have exchanged more than 115 million documents since December 2023.

The December 18th TEFCA Public Monthly Information Call will include an overview of the Government Benefits Determination Exchange Purpose, as well as introductory remarks from Social Security Administration representatives.
