Section 3 of Common Agreement Version 2.0 sets forth a governing approach through which QHINs, Participants, and Subparticipants have the opportunity to engage in governance under the Common Agreement, which creates a TEFCA Governing Council, Cybersecurity Council, and Transitional Council.
The Transitional Council (“The Council”) serves as the interim governing body for the first year of activities conducted under the Framework Agreements, as more fully described in the charter and in the Transitional Council SOP.
